Income limits in early childhood education and care will be raised as of 1st of March 2023, client fees applying to many children are to be reduced

Adjustments to income limits laid down by the Act on Client Fees in Early Childhood Education and Care will enter into force on as of 1st of March 2023. The income limits on which the client fees are based will be raised by 33%. The sibling discount remains the same and the payment percentage of 10,7% will remain the basis for the client fees.

Client fees begin to form when gross income of the family exceeds the income limit. In practice, an adjustment to income limits means that

  • in a family with two persons the income limit for the client fee in early childhood education and care will be raised from 2 913 euro to 3 874 euro,
  • in a family with three persons from 3 758 euro to 4 998 euro,
  • in a family with four persons from 4 267 euro to 5 675 euro,
  • in a family with five persons from 4 777 euro to 6 353 euro and
  • in a family with six persons from 5 284 euro to 7 028 euro.

If the family consist of more than six persons, the income limit on which the client fee is based will be raised by 262 euro for every subsequent minor child in the family.

The income limit related to the highest client fee in early childhood education and care will be raised

  • in a family with two persons from 5 666 euro to 6 627 euro,
  • in a family with three persons from 6 511 euro to 7 751 euro,
  • in a family with four persons from 7 020 euro to 8 428 euro,
  • in a family with five persons from 7 530 euro to 9 106 euro and
  • in a family with six persons from 8 037 euro to 9 781 euro.

The client fee is affected by the size of the family (persons), income limits, the payment percentage, gross income of the family along with the agreed need for hourly services within early childhood education and care. The highest client fee charged for full-time early childhood education and care is still 295 euro. Fees for children's clubs and the client fee for a temporary childhood education and care also remain unchanged. When applying for a reduction and an exemption related to fees for children's clubs, the adjusted income limits will be taken into consideration as of 1st of March 2023.

The following examples illustrate the impact of the adjustments on income limits

Example 1.

Gross income of a family with three persons is 5 500 euro. At the moment, the client fee is 186 euro in the event that the need for early childhood education and care is more than 151 hours a month. As of 1st of March 2023, the client fee will be 54 euro with the equal income.

Example 2.

Gross income notified by a family with four persons is 6 000 euro. At the moment, the client fee for two children are 259 euro in the event that the need for early childhood education and care is more than 151 hours a month. As of 1st of March 2023, the client fee is to be reduced to 35 euro.

The formula for calculating the client fee in early childhood education and care:
(Gross income of a family minus the income limit based on the size of the family, persons) x 10,7% x per cent based on the agreed need for hourly services in early childhood education and care = the client fee, euro a month.

It is worth checking the income information and, if necessary, to submit the income documents

In the event that a family have agreed to the highest client fee at the present, it is worth checking the adjusted income limit related to the highest client fee and, if necessary, to submit the income documents as soon as possible through electronic services.

Due to adjustments to income limits in March, the family are not required to submit any income documents in the event that the income information has not changed, the family agree to the highest client fee or the family have been requested for the income documents in accordance with a separate timetable. The family can check the income currently taken into consideration through electronic services on the latest decision on the client fee by clicking the PDF icon.

The families, whose fee will be adjusted as of 1st of March 2023, are to be provided with new decisions on client fees.
