REQUEST FOR QUALIFICATIONS (RFQ)
ADDENDUM NO. 01

All proposers are required to base their Statement of Qualifications (SOQs) upon the information furnished in this addendum; and acknowledge receipt of this addendum in their submittal. The following corrections/modifications are hereby made a part of the RFQ.

PROPOSER'S QUESTIONS
Note: Questions are in plain text and City responses are in italic text.

Question 1) We are planning on submitting on the RFQ, however we are seeing that the scheduled interview timeline coincides with the Station Design Conference in Glendale, AZ that runs from May 20-23. Currently over 575 police and fire departments are attending, and from what we know, a couple of firms submitting are lecturing throughout the week. (our team as well as another). link https://www.fhstationdesign.com/ We are looking to see if there could be any consideration to moving potential interview dates to:
Friday May 24
Monday May 27
Tuesday May 28th
Starting on Wednesday the 29th, I believe there is an additional conference that others may be impacted by, it's a busy window for these conferences.

Answer 1) The City has decided to not only extend the interview dates, but also the SOQ submittal due date. Replace the entire RFQ Schedule section on page 3 with the following:

The City anticipates the following schedule for completion of the RFQ process:
RFQ publication date: March 29th , 2024
Pre-submittal Zoom mtg: April 10th, 2024 - 10:30 AM (non-mandatory)
RFQ submission date: April 26th, 2024 - Noon
Finalist Selection: Week of May 13th , 2024
Finalist Interviews: May 28th, 2024
City decision by: May 31st , 2024
Anticipated NTP date: Early July 2024

Replace the entire "How to Respond" section on page 4 with the following:

How to Respond
Submit an electronic copy of written responses no later than noon on April 26, 2024, to City of Spokane Valley, Attn: Glenn Ritter, Senior Engineer/Project Manager, 10210 East Sprague Avenue, Spokane Valley, WA 99206. Limit written responses, excluding attachments, to ten (10) pages single sided, 8.5"x11" size. Attachments are defined as the cover letter, Attachment "A" of this RFQ and resumes if included. Submittal shall be via email only to [email protected]. No hard copies will be accepted. Submittals shall be signed by authorized representatives of the responding entity. Unsigned proposals shall not be considered. Written proposals not received by noon on April 26, 2024, shall not be considered by the City. The responding entity is responsible for ensuring that written responses are received by the City by the time and date specified herein and accept all risk of late delivery for the method of delivery chosen, regardless of fault.

Question 2) Would you like to see any engineering or cost estimating consultants in the SOQ, or will the City want to help in that selection if they are needed for this planning phase?

Answer 2) The City does not anticipate a need for engineering consultants at this time but would like to review qualifications for cost estimating consultants since cost estimating is a major desired outcome from the proposed scope of services.
