Report on the Legislative Activity and Parliamentary Scrutiny of the 48th National Assembly

Legislative activity

During its term of office, the 48th National Assembly has adopted 53 laws, 90 decisions and two declarations. This is according to a report for the period from 19 October 2022 to 2 February 2023, prepared by the Plenary Sessions, Parliamentary Scrutiny and Final Texts Directorate of the National Assembly and the Parliamentary Press Centre.

The Parliament had 50 plenary sessions, 8 of which were extraordinary.

A total of 205 bills have been submitted to the 48th National Assembly, 134 of which have been submitted by MPs. During the mandate, 141 draft resolutions were submitted to parliament, of which 122 by MPs, as well as 7 draft addresses and declarations.

During its second session (from 4 January to 2 February 2023), the 48th National Assembly held 16 plenary sessions, two of which were extraordinary. During this period, the MPs have adopted 29 laws, 32 decisions and a Declaration in connection with the escalating aggressive anti-Bulgarian events in the Republic of North Macedonia.

Parliamentary scrutiny

The 48th National Assembly made 1,321 questions and 57 interpellations, according to the report for the period until 1 February 2023 inclusive. Parliamentary scrutiny was conducted in 6 plenary sessions for Friday's parliamentary scrutiny and in 5 extraordinary sessions. Blitz scrutiny was carried out in 3 sessions and 35 questions were asked by MPs from all parliamentary groups.

The parliamentary time used to carry out the scrutiny function of the National Assembly for the mandate is 66 hours and 36 minutes.

During this period, the forms of parliamentary scrutiny used were questions and interpellations, hearings and blitz scrutiny. Eleven hearings were held under Art. 111 of the Rules of Organization and Procedure of the National Assembly.

Of the questions asked, 1050 were written and 271 were oral. Of the interpellations, 24 had a written answer and 33 had an oral answer. 1130 questions and 43 interpellations were answered, and 34 questions and 5 interpellations were withdrawn.

Most questions and interpellations during the mandate were submitted by MPs from Democratic Bulgaria - 361 questions and 14 interpellations. 331 questions and 17 interpellations were made by PG "We continue the change", by PG of GERB-UDF - 232 questions and 6 interpellations, by PG "Vazrazhdane" - 157 questions and 11 interpellations. 153 questions and 6 interpellations were submitted by the PG of "BSP for Bulgaria"; 74 questions were submitted by the PG of "Bulgarian rise" and 30 questions and 3 interpellations were submitted by the PG of MRF.

During the second session, 387 questions and 7 interpellations were asked, and there were 3 hearings. Parliamentary scrutiny was carried out in two Friday plenary sessions and in one extraordinary session, there was once blitz scrutiny - with 13 questions asked. The parliamentary time used to carry out the scrutiny function of the National Assembly is 17 hours and 40 minutes.

Of the questions asked, 358 had a written answer and 29 had an oral one. 259 questions were answered and 9 were withdrawn.

Of the interpellations asked, three are written and four are oral. Two interpellations were answered and two were withdrawn.

Most questions and interpellations during the second session were submitted by MPs from the PG of Democratic Bulgaria, who asked 116 questions and one interpellation. 97 questions and 3 interpellations were asked by PG of "We continue the change", by PG of "GERB-UDF" - 60 questions, by PG of "Vazrazhdane" - 48 questions and two interpellations, by PG of "BSP for Bulgaria" - 45 questions, by PG of "Bulgarian Rise" - 19 questions, by PG of "MRF" - 7 questions and one interpellation.
