Village of Ellenville - Wastewater Treatment Plant (WWTP) Upgrade Project

Negative Declaration

Ulster County - The Village of Ellenville Board of Trustees, as lead agency, has determined that the proposed Wastewater Treatment Plant (WWTP) Upgrade Project will not have a significant adverse environmental impact. The action involves the upgrade of the existing equipment and facilities at the Ellenville WWTP to address plant deficiencies, and maintenance/safety concerns identified in a 2022 New York State Department of Environmental Conservation (NYS DEC) Notice of Violation. Project elements include concrete walkway and railing repairs, HVAC upgrades, control and electrical upgrades, and refurbishment of the sludge drying beds. As part of the project, the open steel structure covering the existing sludge drying beds will be partially enclosed (4,000 ± square foot) to house new dewatering equipment (a new belt or screw press). The project will result in less than 1 acre of land disturbance and there will be no increase in impervious surface coverage. Funding for this project is planned through the New York State Environmental Facilities Corp (NYS EFC) State Revolving Fund. The project is located at 1 Edwards Place Extension in the Village of Ellenville, New York.
