Feedback Needed on Potential Impact of Two New Bills

CalNonprofits has identified two bills currently making their way through the state legislature as potentially problematic for nonprofits that contract with local governments (cities, counties, or special districts).

We are engaging with the legislators authoring these bills and the sponsoring organizations (public employee unions) to understand their objectives and convey our concerns. But we need more details from folks on the ground, and a better sense from our sector about what impacts, if any, these bills might have on your work or community. The two bills are:

The bills propose new requirements for local governments (cities, counties, and special districts) and any contractors (including nonprofits) when partnering to deliver services or complete projects involving roles or job functions that are or have been performed by union-represented public employees at any point in the last ten years.

CalNonprofits CEO Geoff Green testified before the Assembly Judiciary Committee recently. And our Sacramento advocate presented our concerns at a hearing of the Assembly Public Employment and Retirement Committee. Both bills are now in the Assembly Appropriations Committee, which has until May 17 to act on them.
