Mayor Scott Statement on Full Passage of Home Detention Monitoring Reform

BALTIMORE, MD (Monday, April 8, 2024) - Today, Mayor Brandon M. Scott released the following statement after the home detention monitoring reform bill was fully passed by the Maryland General Assembly on Sine Die.

"Addressing the failed home detention system has been an absolute top priority of mine since before I even became Mayor. Far too often, I've arrived on-scene to a homicide or shooting in Baltimore to find out that the perpetrator or victim was wearing an ankle monitor, meaning something could have and should have been done to prevent them from being in that situation.

"Making these changes to the home detention monitoring and notification process is undoubtedly going to save lives. Combined with the Workgroup on Home Detention Monitoring introduced by Senator Will Smith, these pieces of legislation will have a sustained impact on improving our home detention monitoring system. This has been a long fight, spanning multiple years in the General Assembly. I want to thank Senator Cory McCray, Delegate Stephanie Smith, and all of our partners in the General Assembly for fighting alongside my administration to finally get this across the finish line and send it to Governor Moore's desk for his signature."
