NYSDOT Issued Draft Statewide Transportation Improvement Program

Public Comment Period Extends Through November 4, 2022

New York State Department of Transportation (NYSDOT) Commissioner Marie Therese Dominguez announced today that the draft Statewide Transportation Improvement Program (STIP) for federal fiscal years 2023 through 2026 is available for public review and comment. The STIP is a list of projects in New York State proposed for federal funding that are scheduled to begin during this period.

"Under Governor Hochul's leadership, New York State is committed to building back our infrastructure to reconnect communities, grow our economy and improve quality of life," Commissioner Dominguez said. "The Statewide Transportation Improvement Program is an essential tool for planning transportation projects as we work with our federal partners to create a 21st Century transportation network that benefits all New Yorkers."

The STIP contains the regional Transportation Improvement Programs (TIPs) of the State's 14 Metropolitan Planning Organizations (MPOs), and other federally funded highway and transit projects from around the State. The STIP is generally updated every three years. Federally funded projects planned for Federal Fiscal Years (FFY) 2023 - 2026 must be included in the STIP.

The draft STIP includes programming of approximately $16.2 billion in federal aid to address highway safety, bridge and highway infrastructure, public transportation infrastructure, and bicycle and pedestrian enhancements. Additional projects and programs supported by federal aid, such as Bridge NY, will be added to the STIP in the future as needed. Including State and local project contributions, the STIP would facilitate $32.8 billion in planned transportation projects over the course of the current 5 year capital program.

The draft STIP will be available for public review and comment through November 4, 2022. The draft STIP may be viewed here. It also is available for review during normal business hours at any of the NYSDOT 11 regional offices, and the 14 MPO offices (list follows).

NYSDOT will review and address comments received during the public comment period. These comments will be incorporated into the draft STIP submitted to the Federal Highway Administration and the Federal Transit Administration. The draft STIP is expected to be submitted in early November for final approval by early December 2022.
