Waha Oil Company ... ANNOUNCEMENT FOR PREQUALIFICATION FOR THE TENDER "WELL MONITORING SYSTEM PROJECT"

Waha Oil Company (WOC) intends to float a tender for the design, supply & installation of a New Well Monitoring System at Waha Oil Company Oil Field Wellhead locations about 250 km south of Brega city, according to the brief Scope of Work mentioned below on a turnkey basis.

We call upon the specialized local & international companies and experienced in the field of Well Monitoring System that have established themselves in the technical competence with expertise and have the necessary financial & human resources and the construction & installation equipment, necessary hardware and software to execute this project and wish to participate in the pre-qualification stage for this tender, to submit an application together with filling out the questionnaire and submit it within an integrated file with the required documents (legal, financial and technical) in preparation for selecting the companies that have proven their eligibility to participate with a competitive offer in the bidding process for this tender.

Scope of Work (in Brief):

• The Project encompasses Engineering & supply of new RTU/PLC's, Cabinets, interface with SCADA, etc.

• The scope includes the supply of remote well monitoring system in all fields to monitor the wells, fully integrate via OPC link with the existing SCADA ('Infusion' by Schneider Electric), for indication and control from the respective production stations.

• The new RTU/PLC at each Well to interface with wellhead control panel, pressure, and flow transmitter at each well, and communication equipment to transfer the data to/from centralised SCADA and HMI workstations. The RTU/PLC shall be housed in suitable enclosure with the required interface for wireless communication with centralized SCADA.

• The scope includes design, manufacture, supply, and commission all the required system cabinets with all necessary accessories. The well monitoring system based on latest technology to be capable of handling all the IO types and meeting the existing system and shall be capable to accommodate at least a Data Base of 70000 IO tags.

• All well panels and communication equipment near the well shall be outdoor, the station and WAHA CCB equipment shall be installed in an air-conditioned control building provided by others. Any additional equipment, device or software required shall be included in the bid. The system shall be modular and scalable in design, allowing future expansion.

• The Communication system provided shall include System Interconnecting cables, Engineering and Operator Workstations, Printers, Development & Maintenance Tool/Laptop, Software Programs and Application software, Documentation, Commissioning Spares, UPS, Battery Chargers at each well, and all other required accessories.

• The scope includes site surveys, design and engineering including documentation, System configuration, programming, testing, Hardware manufacture, build-up, assembly, integration, testing, FAT, Packing & Shipment, etc.

DOCUMENTS REQUIRED FOR PREQUALIFICATION:

• Written application expressing the contractor's interest to participate in the initial qualification for this project shall be submitted attaching WOC's announcement signed and stamped together with a statement which declares your acceptance to all provisions of this announcement.

• Fill out the attached questionnaire and submit it attaching with it all the required documents, including:

- Statute of the company.

- Establishment Contract / Decision of the company.

- Updated valid abstract from Libyan Commercial Chamber.

- Copy of Business License.

- A notarized Registration by the Libyan consulate in the country of origin.

- A technical file that includes experience, curriculum vitae, machinery owner, company's manpower, etc.

- Previous work experience supported with information on the number & list of similar projects executed inside and outside Libya.

• Report of Chartered Accountant on the financial status of the company for the last three years / or for the number of years of services for the new companies, including financial statement, Balance Sheet for these years.

• Certificate of Tax payment status, addressed to WOC for the purpose of pre-qualification.

IMPORTANT NOTES:

• To provide a hard copy and electronic copy (PDF) of the required documents in separate files according to the specialization (legal, financial, technical, & safety).

• All documents received by WOC will be treated confidentially and shall be retained.

• Project title, name & signature of authorized person & contractor stamp are to be clearly shown on all documents issued by the company wishing to participate in this prequalification.

• All documents shall be submitted to the office of the Secretary, Prequalification Committee at WOC Main office, Floor No. (1), Burj Bulayla Tower, Tripoli.

• The deadline to submit your application is 12:00 NOON on Sunday 20 March 2024.

• Due to the importance of the required work, it will not be possible to deal with any file that does not fulfill the conditions mentioned in this announcement.

• Waha Oil Company reserves the right to verify/investigate the accuracy/ legitimacy of the information and documents received from the interested companies.

• Participated company shall undertake the preparation of the necessary arrangement to allow WOC's technical team to visit his similar completed and in-progress projects for the purpose of inspecting and assessing the executed work.

• The company, which successfully passes the pre-qualification stage, must organize a site visit to Waha Oil Field, accompanied by the tender package and its attachments, for the purpose of identifying the site conditions and collecting the necessary data for the purpose of preparing a competitive offer.

• All interested companies are required to submit complete credentials as requested in this Announcement including companies that have been previously prequalified by Waha Oil Company.
