Village of St. Johnsville - Wastewater Treatment Plant (WWTP) Improvement Project

Negative Declaration

Montgomery County - The Village of St. Johnsville, as lead agency, has determined that the proposed Wastewater Treatment Plant (WWTP) Improvement Project will not have a significant adverse environmental impact. The Village of St. Johnsville owns and operates a WWTP originally constructed in 1972. While repairs and maintenance have been conducted over the years, many unit processes have reached the end of useful life. Moreover, the mechanical equipment is aging, inefficient and potentially unreliable while a number of structures in service exhibit signs of age. The treatment plant is situated in the floodplain and has been subject to flooding which causes a loss of treatment capability. The treatment plant discharges to the Mohawk River, and the potential for future nutrient management is a consideration in this waterbody. Taking these factors into consideration, the Village of St. Johnsville intends to conduct a comprehensive upgrade of the WWTP which may include a new headworks with upgraded screenings and grit removal equipment as well as a new influent pump station, secondary treatment enhancements including upgrades to fine bubble diffusers and blowers, replacement of secondary clarifier mechanical equipment, provisions for sludge thickening through new coarse bubble diffusers and blowers as well as potentially a new gravity belt thickener. All vital equipment will be relocated to be above flood level and equipment in the flood plain will be intentionally submersible. Miscellaneous upgrades may include concrete repairs, new electrical service, generator, SCADA, motor control center, and building improvements that may include interior renovations, new roof, wall panels and exterior doors to extend the useful life of the facilities. Improvements will also be made to the existing outfall (001) to the Mohawk River. Miscellaneous site and utility improvements will be made as necessary. The project is located at 16 Marina Drive in the Village of St. Johnsville, New York.
