January 11, 2023 Reno City Council Meeting Highlights

In our ongoing commitment to keep citizens and media informed, we've summarized the outcomes of a few key agenda items from today's Regular Meeting of the Reno City Council. Staff Reports with more information are linked to below:

B.9 - 2023 Permanent Patch Program

Council approved an Award of Contract to Sierra Nevada Construction, Inc. for the 2023 Permanent Patch Program in an amount not to exceed $1,819,007. The City uses a Permanent Patch Program to ensure consistency in workmanship and pricing for pavement patching in City streets. Contractors who perform excavation work on City streets pay an asphalt fee for funding the repair of the City roadway. This paid asphalt

fee is to cover all expenses related to the repair of the City roadway by the awarded 2023 Permanent Patch Program contractor. To ensure better work consistency and pricing, the City contracts annually with a paving contractor to perform asphalt roadway repairs related to Encroachment/Excavation Permit work.

B.10 - Sidewalk replacement schedule and locations

Council approved an Award of Contract to Sierra Nevada Construction, Inc. for the Annual Sidewalk Replacement Program Fiscal Year (FY) 2023 in an amount not to exceed $403,007 (Street Fund). Street Funds are allocated in the Fiscal Year 2023 budget to repair or replace sidewalks. The City has a Sidewalk Repair Program that oversees the City's sidewalk maintenance due to many damage factors, including age, weather and tree roots. The goal of the program is to make sidewalks safe and accessible.

B.15 - Grant for the City's Adaptive Cycling Center pilot program

Council accepted a $10,000 grant from the VA Sierra Nevada Health Care System (VASNHCS) to support the City's Adaptive Cycling Center pilot program. VASNHCS provides primary and secondary care to a large geographical area that includes 20 counties in Northern Nevada and Northeastern California. Approximately 120,000 veterans reside in this region, with Reno representing the largest urban area. Because of this, the Nevada Department of Veterans Services (NDVS) solicited the City of Reno Adaptive program for the grant opportunity.

Background: The City of Reno's Adaptive Recreation team is piloting an Adaptive Cycling Center this summer at the Rosewood Nature Study Area, formerly known as the Rosewood Golf Course. This membership-based program will allow people with disabilities to access the City's many adaptive bikes and go directly on the trail, eliminating the need for bike transport. C.1 - Golden Valley Commerce Center Zoning Map Amendment

Council approved an Ordinance Introduction for a zoning map amendment fromMixed-Use Suburban (MS) zoning district to the Industrial Commercial (IC) zoning district, and referred it for a second reading and adoption. The ±6.08 acre site is located on the southeast side of West Golden Valley Road.

Background: The Mixed-Use Suburban (MS) zoning district does not currently conform to the Industrial (I) Master Plan designation. The Industrial Master Plan land use designation was assigned to the site and adjacent properties to the north of the railroad corridor through the adoption of the 2017 ReImagine Reno Master Plan. The Industrial land use designation provides opportunities for more intensive industrial uses including manufacturing/ processing operations, maintenance and repair shops and warehousing and distribution facilities.

D.1-3 - Public Works and Utilities, Chapter 12.16. Sewer Service

Council approved an Ordinance Introduction amending Reno Municipal Code Title 12 entitled "Public Works and Utilities, Chapter 12.16. Sewer Service, Section 12.16.290, dwelling unit or residential unit, and Section 12.16 300, industrial/commercial connection fee, to revise the connection fee rates for both residential and industrial/commercial, to establish the fees by service area, and to provide for an annual fee increase per the consumer price index-all urban consumers (cpiu) for the west urban area.

Background: The existing sewer connection fee rates are not sufficient to pay for the future capacity needed at the Truckee Meadow Water Reclamation Facility (TMWRF), Reno Stead Water Reclamation Facility (RSWRF), and the respective sewer collection systems that carry the raw sewage from homes and businesses to these facilities. Sewer connection fees are a one-time fee paid to connect to the sewer system either through a new or expanded existing use. These fees are used to pay for increased capacity improvements within the sewer collection systems or treatment at water reclamation facilities and for the management of the resulting effluent. The existing sewer connection fee rates have not increased or had any adjustments since 2014 and are not sufficient to pay for the future sewer capacity needed at the treatment plants or sewer collection system to accommodate future growth.

D.5 - Ratification and confirmation of Kathryn Nance as Reno's Chief of Police

Reno City Council ratified and confirmed City Manager Thornley's nomination to appoint Kathryn Nance as Reno's next Chief of Police. Nance is expected to be sworn in as Chief in February of 2023. For more information see this press release.

G.2 - Washoe County District Board of Health

Council appointed Michael Brown as the City of Reno's non-elected member of the Washoe County District Board of Health.

G.3 - Ward 3 Neighborhood Advisory Board

Council appointed Marie Rodriguez to the Ward 3 Neighborhood Advisory Board (NAB). The term for appointment will be January 1, 2023 through December 31, 2025.

G.4 - Ward Representatives to the Human Rights Commission

Council appointed Mallory Johnson (Ward 1), Tori Sundhei (Ward 2) and Steve Shell (Mayoral) to serve as representatives to the City of Reno Human Rights Commission. The term for appointment is January 1, 2023 through December 31, 2025.

G.5 Downtown Reno Business Improvement District Board of Directors

Council appointed Kathleen Taylor as Member and Miguel Martinez as Alternate to the Downtown Reno Business Improvement District Board of Directors. The appointment term is January 1, 2023 through December 31, 2023.
