Village of Richfield Springs - Wastewater Treatment Plant & Sanitary Sewer Improvements Project

Negative Declaration

Otsego County - The Village of Richfield Springs Village Board, as lead agency, has determined that the proposed Wastewater Treatment Plant and Sanitary Sewer Improvements Project will not have a significant adverse environmental impact. The Village of Richfield Springs owns and operates a sanitary sewer collection system and a wastewater treatment plant (WWTP). Recent asset renewal projects completed by the Village within its collection system were completed in 1990 and 2009. However, the collection system is over 80 years old and many components have exceeded their useful design life and are in disrepair. This has the effect of allowing groundwater (infiltration) and stormwater (inflow) into the system. Additionally, the WWTP has exceeded its State Pollution Discharge Elimination System (SPDES) effluent limits twice in the past three years, and struggles to prevent critical equipment from freezing in winter. To address these concerns, the Village Board is considering a project that involves (1) the acquisition, construction and reconstruction of and addition to the sewer system, including purification and disposal plants and buildings, land and rights in land, and original furnishings, equipment, machinery and apparatus, and the replacement of such equipment, machinery and apparatus; (2) the sealing of sewer lines, including inspection and testing procedures incidental thereto; (3) the separation of the combined sanitary and stormwater sewer systems in certain areas of the Village including the acquisition, construction, reconstruction, replacement and sealing of sewer mains, lines, valves and appurtenances thereto; and (4) the acquisition, construction, reconstruction, addition and replacement of certain water mains and lines in close proximity to said sewer system. The project is located in the Village of Richfield Springs, New York.
