Regulatory Commission of Alaska: Notice of Utility Tariff Filing (HEA)

Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Homer Electric Association, Inc. (HEA), filed TA460-32, seeking Commission approval of a special contract and service agreement between Alaska Electric and Energy Cooperative, Inc. and HEA (AEEC/HEA) and ENSTAR Natural Gas Company (ENSTAR) for the provision of natural gas. If approved by the Commission, gas sales service provided by ENSTAR to AEEC/HEA will commence on April 1, 2024, and remain in effect until March 31, 2025, unless otherwise extended. ENSTAR shall sell and deliver a quantity of gas equal to or between the minimum annual volume of 3.0 Bcf and the maximum value of 4.5 Bcf.

AEEC/HEA will pay to ENSTAR each month during the term of the agreement, the following:

(1) Monthly Customer Charge:

Monthly Customer Charge for three Delivery Points as set out in Section 2150b of ENSTAR's Tariff.

(2) Demand Charge

The Demand Charge as set out in Section 2150b of ENSTAR's Tariff. AEEC/HEA will be subject to the Company's Tariff Section 2150c Excess Demand for volumes that exceed the Contracted Peak Demand.

(3) Volumetric Rate

The Volumetric Rate For All Gas Delivered Per Month to the Delivery Points as set out in Section 2150b of ENSTAR's Tariff.

(4) Gas Cost

The Gas delivered to the Delivery Points will be subject to all adjustments for Gas Sales Customers under the Company's tariff including, but not limited to, the Gas Cost Adjustment.

Should AEEC/HEA at any time desire to purchase gas in addition to their requirements, AEEC/HEA in its sole discretion may submit a request to ENSTAR for additional gas and ENSTAR may provide it at ENSTAR's sole discretion.

Additionally, under the special contract, AEEC/HEA will assign its storage service agreements with Cook Inlet Natural Gas Alaska, LLC and sell all gas stored under these agreements to ENSTAR, provided Commission approval is received by March 31, 2024.
