Working with community partners, the City of Hillsboro is actively pursuing short- and long-term solutions to address the critical need for more shelter space and safe sleeping options in our community.
Due to a lack of year-round shelter beds for single adults, camping in Hillsboro has increased. The City is hearing from community members voicing concerns about the wellbeing of people living unsheltered and the potential impacts of camping in our community. We understand and share these concerns.
City staff are exploring proven solutions to serve unsheltered community members and enhance neighborhood livability. These include:
Creating a Year-Round Shelter in Hillsboro
The City is working to prepare a year-round shelter for single adults on the corner of SW 17th Avenue and TV Highway. The shelter will be operated by a nonprofit partner and funded through Washington County. It is projected to open in late 2023.
Establishing Safe Sleeping Options
Working with Washington County, the City is exploring short-term safe sleeping options at the vacant site of the future year-round shelter or other available locations.
Updating Hillsboro's Camping Ordinance
Counties and cities across the state, including Hillsboro, are exploring updates to camping ordinances to comply with House Bill 3115, which would allow unhoused persons to rest and camp overnight on some public property, with restrictions. To inform the updates, the City is working with other cities and preparing to reach out to the community for feedback.
