Hilma increases the attractiveness of public procurement and provides support and information

The Ministry of Finance has published a new vision for Hilma, in other words for the hankintailmoitukset.fi website, as part of the Procurement Finland programme. The new vision will provide direction for the development of Hilma up to the year 2027.

Hilma is a public procurement service in which public sector buyers can put their procurements out to tender. They can also announce upcoming procurements, list open competitive tendering processes and announce the results of completed tendering processes. Tenderers can use Hilma to find suitable tendering processes and to submit tenders.

Hilma's vision takes into account contracting entities, tenderers and parties interested in public procurement processes, such as researchers, developers and the media.

The vision for Hilma 2027 in short is:

  • Hilma has improved the transparency of public procurement and increased tenderers' interest in public procurement.
  • Hilma is known as a reliable, free and user-oriented competitive tendering platform and channel for public procurement notices.
  • Hilma offers easy-to-use open data on public procurement and centralised access to services that provide information on public procurement.

A gateway to support and information relating to public procurement

Over the next few years, Hilma will be developed as an easy-to-use and intuitive base-level competitive tendering system and as an efficient tool for reaching potential tenderers.
The development of Hilma will focus more on making tenderers' work easier and making public procurement processes easier to find and more attractive.

In the future, Hilma will be a gateway to many services relating to public procurement, such as support services, information services and other useful tools. The information available in Hilma will also be made easier to use.

Hilma is a statutory service owned by the Ministry of Finance. The Ministry has contracted Hansel Ltd, the central purchasing body for central and local government agencies, to handle the maintenance and development of Hilma. Hilma is being developed as part of the Procurement Finland programme and as part of the implementation of the National Public Procurement Strategy.
