April 2024 APA Board Meeting Summary

Board Approves Horseshoe Pond ProcellaCOR Permit Lake George Beach & Battlefield Unit Management Plan Amendment and General Permit 2024G-1: Certain Minor Regulated Activities in APA Jurisdictional Wetlands

RAY BROOK, NY - At the April Agency meeting, the Adirondack Park Agency Board approved a permit authorizing the use of ProcellaCOR to combat Eurasian Watermilfoil, issued an Adirondack Park State Land Master Plan conformance determination, authorized the use of General Permit 2024G-1 to replace an existing General Permit and was briefed by James McKenna, Co-Chair of the North Country Regional Economic Development Council (NCREDC) on their Regional Strategic Plan, the Next Move NY Initiative and Governor Hochul's New York Forward Initiative.

The Board approved with conditions a permit authorizing the Horseshoe Pond/Deer River Flow Association to engage in a one-time application of ProcellaCOR EC in Horseshoe Pond to manage levels of Eurasian watermilfoil. Conditions included adherence to Clean, Drain, Dry standards for equipment and a post-treatment concentration monitoring report and aquatic plant survey. Following treatment, the Association will continue to manage Eurasian watermilfoil in Horseshoe Pond, using harvesting and/or benthic barrier installation techniques. The Board authorized General Permit 2024G-1 to replace existing General Permit 2002G-3AAR. This general permit will provide a streamlined process for certain minor activities involving wetlands. For more information read online.

Additionally, the Board approved an amendment to the 1981 Lake George Beach and Battlefield Park UMP allowing for the construction of a reinterment site for soldiers' remains disturbed on Courtland St., in the Town of Lake George. The site is located on the east side of Fort George Road and will include a memorial with improved walkways, benches, interpretive signage, and landscaping incorporating native plant species. Finally, the Adirondack Park Agency was provided an overview by NCREDC Co-Chair James McKenna on the NCREDC's Regional Strategic Plan, the NY Forward Initiative, and the Next Move NY Initiative. Next Move NY is an award-winning strategy that will strengthen workforce training opportunities for transitioning Fort Drum soldiers and connect them with local employers.

Following his presentation, the Agency recognized James McKenna upon his retirement for his dedication to the Adirondack Park and fostering economic growth and diversification throughout the North Country.
