In 2023, the deficit of the general government sector amounted to 2.5% of GDP
The deficit of the general government sector in 2023 amounted to EUR 1,587 million or 2.5% of GDP, while gross debt amounted to EUR 43,670 million or 69.2% of GDP.
In 2023, the central government subsector generated a deficit of EUR 1,676 million, while local government and social security funds generated a surplus (EUR 68 million and EUR 21 million, respectively), In nominal terms, total deficit was EUR 114 million lower than in 2022.
Total revenue increased by EUR 2,668 million or 10.6% compared to 2022. Tax revenue increased by 8.8%, social security contributions by 9.3%. Total expenditure increased by 9.5%. Among larger expenditure groups, intermediate consumption increased by 10.2%, compensation of employees by 10.9%, and social transfers by 4.6%.
At the end of 2023, gross debt of the general government sector amounted to EUR 43,670 million or 69.2% of GDP. Compared to the end of 2022, it increased in nominal terms by EUR 2,332 million; relative to GDP it decreased by 3.3 percentage points.

In September 2024, main aggregates of the general government sector will be revised in the whole series, i.e. from 1995 onwards. The revision will change some aggregates more substantially, while the effect on net lending/net borrowing is expected to be small.
