City of Eugene seeks proposals for $1.2 million to create affordable housing

The City of Eugene will help fund innovative, affordable housing with more than $1.2 million from the Affordable Housing Trust Fund (AHTF). Project proposals can be submitted through March 2, 2023. The AHTF is a local source of funding generated by a 0.5% construction excise tax on new construction in Eugene. Funds are used to support the creation of local housing that is affordable to people with low and moderate incomes the city of Eugene.

In 2022, the Eugene City Council approved more than $1 million in trust fund investments to support two affordable housing projects: Peace Village Co-Op, a development of 70 owner-occupied tiny homes and Green Lane Veteran's Housing, a development of 10 units of transitional housing for veterans experiencing homelessness.

This year, just over $1.2 million in AHTF is available for innovative local housing projects. Proposed rental or home-ownership projects should:

• Be located in Eugene city limits;
• Include at least 4 dwellings;
• Meet affordability and other criteria outlined in the application; and
• Submit a letter of interest by February 2 and a complete application by March 2.

Projects designed to transition people out of homelessness as well as projects serving populations disproportionately impacted by housing cost burden and historically excluded from housing opportunities such as BIPOC, LGBTQI+ residents/communities and high priority special needs populations are preferred.

The Request for Proposals is an open, competitive process. Proposals are reviewed, scored, and ranked by community members on the AHTF Advisory Committee. That information is presented to the Eugene City Council, who makes final decisions for AHTF funding.
