Duties

The Public Service Commission of the District of Columbia (Commission), a leading utility regulatory agency is seeking a Human Resources Assistant. The Commission seeks a professional who will be responsible for performing highly confidential, sensitive, and diversified human resources management (HRM) and administrative activities requiring discretion and a high degree of responsibility.

The ideal candidate will work in collaboration with the Chief HR Officer and Sr. HR Staff to provide a full range of technical assistance and guidance to staff of the Commission and resolve human resource and administrative issues/problems. The work involves the assistance of HR requests related to recruitment, staffing, training, record management, benefits, tours of duty, leave and pay administration, and other human resource matters.

The successful candidate will provide various reports utilizing Microsoft software packages (i.e., Word, Excel, PowerPoint, Outlook), HRIS software and payroll modules in PeopleSoft. Responsible for both confidential and non-confidential personnel matters of the office. Assures that information is updated on a continuous basis and is current, complete and correct. Prepares special reports for submission, upon request.

Duties and Responsibilities

The successful candidate will serve as administrative support in the areas of staffing, recruitment, labor and employee relations, compensation, classification benefits, payroll and human resources information technology as it relates to the District of Columbia's Merit Personnel System and related federal and local government regulations, policies, and procedures.

Performs a variety of duties for the Office, which includes, but is not limited to researching and analyzing materials for inclusion in reports, in preparation for meetings and other special events under the supervision of the Chief Human Resources Officer.

Receives incoming inquiries, assesses the nature of each inquiry and forwards it to the appropriate staff member. Responds to all inquiries submitted to the internal HR mailbox by the specified deadline.

Gathers and prepares data and performs analytical techniques that are relevant to the administrative activities. Uses computer, prepares charts, graphs, and narrative information for management reports from material provided by higher level staff.

Interprets personnel rules, policies and procedures that affect the Commission's operations.

Qualifications and Education

Knowledge of, and skill in applying, a comprehensive body of HR rules, procedures, and technical methods sufficient to carry out limited projects; analyze a variety of routine facts; research minor complaints or problems that are not readily understood; and summarize HR facts and issues. Basic knowledge of the principles of human resources management. Knowledge and experience of Human Resources Information System (HRIS) to enter, correct and retrieve factual information, compile reports, produce charts and graphs, and monitor project or program status. Skill in gathering data to conduct surveys, provide information on HR policies, provide a full range of administrative support and resolve non-recurring problems. Knowledge of the office's mission, goals, programs and administrative and operating procedures. Skill in analyzing problems, interpreting guidelines and researching a variety of operational and program issues. Skill in exercising tact, discretion and skill in dealing with varied levels of personnel. Demonstrated ability to communicate effectively, orally and in writing. Skill in establishing and maintaining effective relationships with co-workers, supervisors, and representatives of activities studied to resolve routine problems and provide advice and assistance on routine matters. Knowledge of human resources to include but not limited to recruitment and staffing requirements, employee relations, labor relations and position management. Skill in performing a variety of tasks simultaneously. Skill in performing work in a confidential, ethical, and professional manner. Skill in the use of operating a personal computer, utilizing Microsoft Office products (Word, Excel, Access, PowerPoint).

Position Designation:The position has been deemed security sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Residency: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

Applicant must have at least one (1) year of specialized experience equivalent to the next lower grade level (grade 7) in the District of Columbia Government service.
