ADAMS ROAD PROJECT COMPLETION DELAYED UNTIL SPRING

The Road Commission for Oakland County (RCOC) has been informed by the contractor on its Adams Road resurfacing project, Square Lake Road to Long Lake Road on the Bloomfield Twp./Troy border, that the contractor will be unable to meet the contractual completion date for the project, meaning the project will extend into next year.

The project, which started in June, was expected to be completed in October. Southbound Adams Road in the project area has been closed during the work, while northbound Adams has remained open for local traffic.

The contractor, Pro-Line Asphalt Paving Corporation, of Washington Twp., has agreed to complete work on the northbound side of the road and put down temporary paving on the southbound side to allow the road to open to two-way traffic during the winter. The road will re-open to two-way traffic by Nov. 2.

"We are extremely disappointed in this contractor, and apologize to the residents, businesses and motorists who rely on this road on behalf of the contractor," stated RCOC Managing Director Dennis Kolar. "We believe the contract was set up with sufficient time to complete the work within the contract parameters, even in an unusual year marked by COVID-related challenges and greater than normal rain. We believe the contractor simply failed to fulfill its obligations."

Kolar added that RCOC will pursue damages against the contractor. "We will aggressively pursue damages against the contractor as provided for in the contract. In the meantime, thank you for your patience as we navigate this frustrating situation."

Because project was partially paid for with federal road dollars, the contract is between the Michigan Department of Transportation (MDOT) and Pro-Line. That means RCOC must pursue damages through MDOT.

The $2.6 million project involves rehabilitating and repaving this section of Adams Road as well as adding turn and passing lanes in selected locations. Other improvements included in the project are: the installation of curbs and gutters, upgrading pedestrian crosswalks to comply with the Americans with Disabilities Act (ADA), and storm sewer and drainage improvements.
