State Contract and Payment Actions in February

In February, the Office of the State Comptroller approved 1,533 contracts for state agencies and public authorities valued at $4.8 billion and approved nearly 3.4 million payments worth nearly $12.7 billion. The office rejected 176 contracts and related transactions valued at $3.3 billion and more than 6,200 payments valued at more than $22.9 million, primarily for mistakes, insufficient support for charges, and improper payments. Major Contracts Approved

Board of Elections

• $27.2 million with MTX Group Inc. for a Public Matching Funds, Public and Internal Reporting, and Election Applications System.

Office of General Services - Design & Construction

• $10 million with LiRo Program & Construction Management PE PC for construction management services on various projects at the Sing Sing Correctional Facility in Westchester County.
• $5 million with Ran Fire Protection Engineering PC for statewide fire alarm replacements and upgrades.
• $3.8 million with Structural Preservation Systems LLC for roof repairs and masonry repointing at the State Capital Building in Albany County.
• $2 million with Jensen Hughes Engineering PC for statewide code compliance review and inspection services.
• $1.1 million with Bellows Construction Specialties LLC to replace a concession stand at the New York State Fairgrounds in Onondaga County.

Office of Parks, Recreation and Historic Preservation

• $1.5 million with Arold Construction Co. for resurfacing of the Harlem Valley Rail Trail at the Taconic State Park.

State University of New York

• $9.8 million with G&M Earth Moving Inc. for Excavation Services at Stony Brook University.
• $6.9 million with Laser Industries for site infrastructure improvements at SUNY Farmingdale.
• $2.6 million with Bedore Tours Inc. for charter bus services for the athletics program at SUNY Buffalo State University.
• $2.3 million with J&B Installations Inc. for the replacement of the computer warehouse building roof at SUNY Upstate Medical University.
• $2.1 million with Fahs Construction Group Inc. for a fieldhouse storage addition at Binghamton University.

State University Construction Fund

• $40.4 million with Bette & Cring LLC to renovate the campus center at SUNY Polytechnic Institute in Oneida County.
• $4.1 million with Concrete Applied Technologies Corp. to reconstruct the main pedestrian way at SUNY Buffalo State University in Erie County.
• $2.4 million with Rodriquez Construction Group Inc. to replace copper siding at SUNY Fredonia in Chautauqua County.
• $1.7 million with Hueber-Breuer Construction Inc. to construct a new lecture hall building at Binghamton University in Broome County.
• $1.6 million with RMF Engineering Inc. PC to rehabilitate high temperature water generators at SUNY Purchase in Westchester County.

Department of Transportation

• $25.4 million with Triumph Construction Corp. for as-needed non-structural maintenance in New York City counties.
• $7.3 million with GGG Construction Corp. for highway repairs in Nassau County.
• $4.2 million with EMI Guide Rail LLC for rustic guiderail and sign replacements in Hamilton and Herkimer counties.
• $3.2 million with TRC Engineers Inc. for construction inspection services of powerline installations in Rockland County.

• $2.1 billion for 1,681,444 personal income tax refunds.
• $257.3 million for 19,192 corporate and other tax refunds.
• $6.4 million for 7,630 property tax credits.

Department of Civil Service

• $408.7 million to CaremarkPCS Health LLC to provide pharmacy benefit services for the Empire, Excelsior, and Student Employee Health plans.
• $34.1 million to Carelon Behavioral Health for the administration of the Empire Plan's mental health and substance use disorder program.

State Education Department

• $742.0 million in general aid to 266 school districts.

Empire State Development Corporation

• $5 million to the Margaret Woodbury Strong Museum for a portion of construction costs and development expenses for a 988-space parking garage in Rochester.
• $3 million to the Village of Cooperstown for a portion of the demolition, renovation, and construction costs to rehabilitate and upgrade Doubleday Baseball Field in Cooperstown, N.Y.

Gaming Commission

• $10.2 million to 26 localities for gaming revenue distributions for the del Lago Resort and Casino, Rivers Casino and Resort, Tioga Downs Casino, and Resorts World Catskills.
• $7.6 million for tribal-state compact payments to the counties of Cayuga, Chenango, Cortland, Herkimer, Lewis, Oneida, Onondaga, Oswego, and Otsego.

Office of General Services

• $12.6 million for hourly-based IT services, including $2.5 million to Knowledge Builders Inc., $2.2 million to MVP Consulting Plus Inc., $1.3 million to I-Link Solutions Inc., and $6.6 million to 23 other vendors.

Department of Health

• $27.1 million to Maximus Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations.
• $26.7 million to Maximus US Services Inc. for enrollment broker services for the Office of Health Insurance Programs.
• $14.7 million to Currier McCabe & Associates Inc. for the development, implementation, and operation of the Medicaid data warehouse and the Office of Health Insurance Programs Data Mart.
• $2.8 million to One Brooklyn Health System Inc. for the Health Care Facility Transformation Program in Kings County.

Division of Homeland Security and Emergency Services

• $2.4 million to New York City for the Homeland Security Grant Program.

Department of Labor

• $281.2 million for payments under the Unemployment Insurance, Pandemic Unemployment Assistance, and Federal Pandemic Unemployment Compensation programs.

Office of Temporary and Disability Assistance

• $46.7 million for the Emergency Rental Assistance Program.

Department of Transportation

• $3.1 million to El Sol Contracting/ES II Enterprises JV for bridge repairs and painting on the Gowanus Viaduct Expressway in Kings County.

Other Payment Rejections and Other Cost Recoveries

DiNapoli's office rejected tax refunds and credits valued at more than $17.1 million. Auditors also recovered nearly $483,000 from vendors owing debts to the state and held nearly $455,000 in payments pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through February for calendar year 2024, DiNapoli's office approved 3,026 contracts valued at $8.5 billion and approved more than 5.2 million payments worth nearly $26.4 billion. The office rejected 341 contracts and related transactions valued at nearly $7.6 billion and nearly 7,100 payments valued at nearly $41.5 million primarily due to errors, improprieties, or lack of documentation.
