Troop Support employees recognized at DLA annual awards

PHILADELPHIA -

Two Defense Logistics Agency Troop Support employees and one team were recognized for their outstanding work in 2022 during the DLA's 55th Annual Employee Recognition Awards held Jan 26 at the McNamara Headquarters Complex on Fort Belvoir, Va.

DLA Director Navy Vice Adm. Michelle C. Skubic presented Adam Tutolo, Construction and Equipment lead commodity support liaison, with the Employee of the Year award, while Army Maj. Jean'Shay D. Moore, C&E acquisition officer, was awarded the Field Grade Officer of the Year, and the Equal Employment Opportunity office received the Achievement in EEO by an Organization award.

Skubic said the awardees' job descriptions and their efforts represent DLA's commitment to supporting warfighters and other customers daily.

"Our awardees come from various activities across our global agency," Skubic said. "They've distinguished themselves in a number of different ways, whether through extraordinary customer support, finding an innovative solution to a problem, improving efficiency, saving money for the taxpayer or - in the case of our police and our firefighters - making sure our place of work is safe, which we very much appreciate."

Tutolo was one of 10 awardees from across the organization to receive an Employee of the Year award. He was recognized for his work managing more than $89 million worth of support to the Ukraine.

He also oversaw the supply chain's temporary power generator support to the Federal Emergency Management Agency and the U.S. Army Corps of Engineers for Hurricane Ida. Tutolo seamlessly tracked and coordinated the delivery of 105 generator sets and five fuel tanks to Craig Field in Selma, Alabama and Sherwood Forest in Baton Rouge, Louisiana during the nation's hurricane response.

"[Tutolo's] warfighter support breadth and depth ranges from operational allies, order initiation, management tracking, monitoring and fulfillment oversight to Hurricane Ida recovery support in his roles as the Construction and Equipment Whole of Government business lead," said Erica Carter, DLA Human Resources and mistress of ceremonies during the ceremony. "He consistently endeavors to engage with a new Whole of Government to increase support, sales and overall utilization expansion amongst our federal partners."

Tutolo said he credits his success to being able to work with key team members who are as motivated about the job as he is. He said providing a positive impact to the warfighter, government partners, and the public, is where he finds his inspiration.

"My favorite part of the job is having the opportunity to work on projects that truly make a positive difference in the world," he said. "For instance, very early in my career I was given the opportunity to be a team member on a small team that was critical to the supply of materials that contributed to the rebuilding of the power grid in Puerto Rico after Hurricane Maria.

"Ever since then I have been lucky enough to have a role in all the other major contingency [and] disaster relief projects that C&E has been responsible for."

As an Army major, Moore has had the unique opportunity to sit on both sides of DLA Troop Support's efforts. She said it was an honor to be recognized and she looks forward to future challenges.

"I feel humbled to be recognized for the job that I truly enjoy doing. I love being a soldier and a part of the DLA family, so I am honored to accept the recognition of Field Grade Officer of the Year," she said. "As the only Army acquisition officer at DLA Troop Support, I felt like a trailblazer as I stood on the stage and accepted my award from Vice Admiral Skubic."

Moore was recognized for her work to transfer a $3.8 million Army Combat Fitness Test contract from the Army to Troop Support management. According to her nomination, Moore worked tirelessly, sometimes seven day a week, to ensure DLA aggressively coordinated solutions to all ACFT related issues. She also assisted in the renewal of C&E's Heavy Equipment Procurement Program's $157 million long-term contract to support Naval Supply Systems Command Weapon System Support.

Troop Support's EEO office was awarded the Achievement in EEO by an Organization for their demonstrated leadership and commitment to the workforce, including supporting DLA's People and Culture Strategic Plan and promoting inclusion and diversity in the workplace.

Carlos Deno, EEO and Diversity director, said he works with an incredible team, whose efforts would not be possible without the "buy in" from the organization.

"I would like to thank the senior leaders and workforce for their continual support of our EEO Diversity and Inclusion and Special Emphasis Programs throughout the year."

In total, 57 awards were presented in 14 categories to 45 individuals and 12 teams from across the agency, including the three from Troop Support.
