Initiative to reserve function of regulating gaming sector to Ministry of Economy, and sphere of development of public-private partnership to be transferred to RA Ministry of Finance

In accordance with the Law on the Structure and Activities of the Government, the Ministry of Economy of the Republic of Armenia is developing and implementing the Government's policy in the sphere of development of public-private partnership, and the Ministry of Finance - the Government's policy in the spheres of gaming.

Currently, ensuring the regulation of the gaming sector - the development and improvement of the legislation of the Republic of Armenia, the development and improvement of the policy of the licensing process, the licensing of persons carrying out activities subject to licensing, the implementation of administration in terms of the fulfillment of license requirements, as well as other powers defined by legislative acts - are carried out by the Ministry of Finance of the Republic of Armenia, which is the authorized body under the laws on Regulation of Gaming Activities, on Lotteries, on Gambling, Internet Gambling and Casinos.

The initiative proposes to transfer the sphere of development of public-private partnerships to the Ministry of Finance of the Republic of Armenia, and to reserve the function of regulating the gaming sector to the Ministry of Economy of the Republic of Armenia.

According to the Minister of Finance of the Republic of Armenia Vahe Hovhannisyan, the powers of public-private partnership should be primarily considered from the perspective of public asset management, in which case these powers are more in harmony with the powers of the Ministry of Finance as the competent body in the field of public property management.

The package of bills on Making Amendments and Addenda to the Law on the Structure and Activities of the Government and the accompanying bills were debated in the first reading at the sitting of the Standing Committee on Economic Affairs and endorsed on January 15.
