Media Advisory: Governance Cluster Answers Questions in the NA and NCOP to Consider Bills

Parliament, Tuesday, 21 November 2023 - Tomorrow the Governance Cluster (3) Ministers will be in the National Assembly (NA) for an oral question-and-answer session.

The Cluster comprises Ministers of Cooperative Governance and Traditional Affairs; Government Communications and Information Services and Media Development and Diversity Agency; Women, Youth and Persons with Disabilities; Planning, Monitoring and Evaluation, as well as Public Service and Administration.

As stipulated in section 92(2) of the Constitution, oral question-and-answer sessions are one of a range of methods that Parliament uses to hold the executive accountable. Members of the Executive are accountable collectively and individually to Parliament for exercising their powers and performing their functions.

Among the questions the ministers are scheduled to answer is whether the Minister of Cooperative Governance and Traditional Affairs intends to convene a Best Practice Summit on Municipal Governance, which will create a platform where best run municipalities share their best practices. The Minister of Women, Children and Persons with Disabilities is scheduled to answer a question pertaining to her department's progress with policy interventions that will address the gender pay gap, among others. A question is also scheduled for the Minister of Public Services and Administration on the impact the toll-free corruption number has on efforts to fight corruption.

The House will also consider a report of the Standing Committee on Appropriations on the Division of Revenue Amendment Bill [B33 - 2023].

Meanwhile, the National Council of Provinces (NCOP) will tomorrow convene a hybrid plenary at 14:00 to consider the Agricultural Products Standards Bill and the National Veld and Forest Fire Amendment Bill.

The National Assembly considered and passed the two bills in February this year and sent the bills to the NCOP for consideration and concurrence.

At the same plenary, the NCOP is also scheduled to consider the report of the 2023 NCOP Provincial Week that was held across the nine provinces from 15 to 18 September 2023.
