Funding to Provide Important Housing Transition Solutions

ROLLING HILLS ESTATES, CA - Today, July 12, Mayor Britt Huff and Supervisor Janice Hahn announced the availability of financial resources to help residents who have been displaced by the Peartree Lane land movement. A $125,000 fund has been created through a $25,000 contribution from the City of Rolling Hills Estates and a $100,000 contribution from the Office of Supervisor Hahn that will provide an option for temporary housing, food and other essentials for residents who have been ordered to evacuate their homes.

"The City of Rolling Hills Estates is doing what we can to aid our residents who have been displaced by this natural disaster. These funds are intended to bridge displaced residents until they find new housing arrangements," said Mayor Huff. "The City remains laser focused on this matter and is collaborating with the homeowners association to ensure there is urgency addressing this slow moving crisis. I am thankful for our partnership with LA County and Supervisor Hahn to jointly create this near-term resource."

"These residents lost everything in this disaster," said Supervisor Hahn. "Many of them poured their life savings into these homes and lost it all in a matter of hours. With this funding we want to make sure these residents have the support they need over the next few weeks while they work out the incredibly difficult decisions about what to do next. When these funds run out, these people will still need help, and I hope that our federal and state partners can offer their support."

The City funds are being provided through unused American Rescue Plan Act (ARPA) resources available for discretionary expenses that were allocated to the City by the Federal Government as part of the COVID-19 response and relief package. The County funds are coming from the Fourth Supervisorial District Housing Discretionary Fund.

The City has negotiated a reasonable daily rate at a hotel in the South Bay region to provide up to three weeks of housing for displaced residents. Additional funds for food and essentials like clothing and toiletries are also being covered. Some displaced residents were only given minutes to evacuate, leaving behind basics that one would normally bring on a short trip.

At its July 11 City Council meeting, the Rolling Hills Estates City Council voted unanimously to proclaim a state of local emergency due to significant land movement in the Peartree Lane residential area, which requires immediate and ongoing action from the City, first responders, and utility companies. The emergency proclamation enables the City to request state and federal assistance for its ongoing response.

To date, a total of 17 residential units on Peartree Lane have been asked to evacuate due to unsafe conditions or lost utility services caused by the land movement. An additional 11 residential units on Peartree Lane are still on "watch," meaning they are not required to evacuate but are encouraged to do so as further assessment of the area continues.
