Strengthening the Role of Albanian Parliament in Curbing Corruption

Corruption remains a major problem in Albania, hindering economic and social development. Addressing the ongoing issues requires a strong and proactive legislative body. Despite a robust legal framework for oversight, the parliament of Albania struggles to implement its anti-corruption legislation effectively. That is due to both a lack of political will and a weak oversight culture.

This report recommends a multifaceted approach: (1) the Parliament of Albania should leverage oversight tools more effectively, such as question periods, interpellations, and investigative committees; (2) the parliament should collaborate more effectively and proactively with independent institutions, including improving communication, and increasing transparency of their collaborative work; (3) parliament needs to strengthen public finance oversight, with this report suggesting that the Economy and Finance Committee be either strengthened to more effectively provide that function or create a dedicated committee, and increase cooperation with the Albanian Supreme Audit Institution.

Finally, the report highlights the need for a more robust legislative process. Mandatory corruption-proofing of draft legislation and a system to assess existing laws are crucial. Sufficient time for review and stakeholder consultations during the legislative process is essential. The report also emphasizes the importance of enforcing a strong ethical framework within the parliament itself. By addressing these areas, Albania's parliament can become a more significant force in reducing corruption.
