Town of Clifton - North Tram Culvert Replacement

Negative Declaration

St. Lawrence County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed North Tram Culvert Replacement will not have a significant adverse environmental impact. The action involves the two existing and deteriorating 15-inch steel culverts will be removed from a stream on the North Tram Haul road/snowmobile trail and replaced with a new 49 inch by 33 inch arch culvert. The project will also involve re-establishing the road/trail surface. The work will be done pursuant to the terms of an Adirondack Park Agency permit and a work plan prepared by the NYS DEC's - Division of Lands and Forests staff. Two sandbag coffer dams will be constructed, and a bypass pump will be utilized. The coffer dams will be composed of large industrial sandbags employed upstream and downstream. The coffer dams will be placed in a way so there is no impact to the water flow into and out of the wetland. Fill will be transported to the site for re-establishment of the road/snowmobile surface to the proper height. The project is located in the Town of Clifton, New York.
