The National Commission of the Republic of Uzbekistan for UNESCO, the UNESCO Tashkent Office, the Asia-Pacific Regional Bureau of UNESCO in Education and the State Inspectorate for Supervision of Quality in Education co-organized the High-level online consultation meeting on 18 March to discuss the potentials and opportunities for the Republic of Uzbekistan to ratify the 2011 UNESCO Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education (the Tokyo Convention).

This consultation was held with the participation and contribution of the Ministry of Higher and Secondary Specialized Education, the Center for Higher Education Development Research and Application of Advanced Technologies, Higher Attestation Commission, the Ministry of Рublic Education and the Ministry of Preschool Education of the Republic of Uzbekistan.

The UNESCO Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education was adopted by the International Conference in Tokyo on 24 - 25 November 2011 under the auspices of UNESCO. It entered into force on 1 February 2018. Currently, according to UNESCO, there are 11 States Parties (Afghanistan, Australia, China, Fiji, the Holy See, Japan, the Republic of Korea, Mongolia, New Zealand, the Russian Federation, and Turkey).

Ratification of this Convention will facilitate wider student mobility in the region, promote enhancing the quality assurance in the higher education provision and facilitate employment opportunities of Uzbek graduates in other States party to the Tokyo Convention. Therefore, this meeting discussed the benefits and responsibilities that the country may receive by joining this Convention.

The Convention will also provide for an Asia Pacific Network of National Information Centers (APNNIC), and National Information Centers of each Member State to ensure that the relevant country authorities will have access to authoritative information on qualifications recognition.

This significant consultation reviewed the status and readiness of Uzbekistan to ratify and implement the Tokyo Convention on recognition and join APNNIC.
