FY 2024 Emergency Operations Center Grant Program Key Changes

The Emergency Operations Center (EOC) Grant Program is intended to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, strategically located, and fully interoperable EOCs with a focus on addressing identified deficiencies and needs. This document outlines key changes for the Fiscal Year (FY) 2024 EOC Grant Program.

FEMA Grants Outcomes (FEMA GO) System

Only State Administrative Agencies (SAAs) (on behalf of state and local units of government) and Federally Recognized Tribes with identified projects in Appendix A of the EOC Grant Program NOFO are eligible to apply. These eligible applicants must apply to the EOC Grant Program on the new FEMA GO platform. The previous Non-Disaster Grants (ND Grants) platform will become a legacy system for grant programs from FY 2023 and earlier. Management and Administration (M&A) Costs Change

A maximum of up to five percent (5%) of awarded FY 2024 EOC Grant Program funds may be retained by the Tribal governments and subrecipients with identified projects in Appendix A of the NOFO for M&A purposes associated with the award. SAAs are not allowed to retain any EOC Grant Program funding for M&A purposes. Please see Section D.12.c for more information on M&A costs.
