The Union Minister for Home and Cooperation, Shri Amit Shah, on the first day of his three-day visit to Jammu and Kashmir, chaired a security review meeting in Srinagar today. The Lieutenant Governor of Jammu and Kashmir Shri Manoj Sinha and senior officials also attended the meeting. Union Home Minister visited the house of martyred Jammu &Kashmir Police Jawan,Parvez Ahmed Dar and paid tribute to him.Shri Amit Shah met his family members and gave a government job to his wife. The Union Home and Cooperation Minister also inaugurated the international flight from Srinagar to Sharjah through Video Conferencing.Shri Amit Shah also interacted with members of the Jammu and Kashmir Youth Clubs. Youth from different parts of Jammu and Kashmir also participated through Video Conferencing. The Lieutenant Governor of Jammu and Kashmir Shri Manoj Sinha and Union Minister Shri Jitendra Singh were also present in the programme.

In his address, Shri Amit Shah said that he has come here after almost two and a half years and is feeling the pleasure of meeting the youth of Jammu and Kashmir. He said that only youth are the agents of change in any field and without their participation change is not possible. Shri Shah said that under the leadership of Prime Minister Narendra Modi, we have started the creation of a new Kashmir.He said that Kashmir, from where news of stone pelting, terrorism, violence used to be received till two and a half years ago, today the youth of the same Jammu and Kashmir is talking about development, skill development, employment, scholarships for education, how much has changed. He said that no power can stop the winds of change and a new era will begin in Kashmir and for this such programmes are necessary.

The Union Home Minister said that the use of youth clubs is the most useful among the many programmes being run by the Lieutenant Governor of Jammu and Kashmir, Shri Manoj Sinha.He said that about 70 percent of the population of Kashmir is below the age of 35 years and if hope is instilled in the minds of this 70 percent population, they should be encouraged, they should be associated with the work of development, their education, skill developmentandif there is concern about their employment and if they are made ambassadors of peace and development of Kashmir, then no one can disturb the peace of Kashmir.

Shri Amit Shah said that 4,500 youth clubs are registered all over Jammu and Kashmir, out of which 4,229 youth clubs are in rural areas, which are working to connect the youth in these places with one or the other activities of development, sports. There is concern about education, employment, skill upgradation.He said that it is a multi-faceted programme, which also generates livelihoods, advances education and skill development, economic development and grants are also available, counseling and guidance is also available and many things for health upgradation have also been added. The most important thing is to connect youth with sports because sports itself makes us aware of defeat and victory and youth also connects with tourism and entertainment through it.

Shri Amit Shah said that under the leadership of Prime Minister Narendra Modi, the Government of Jammu and Kashmir has set a goal that a youth club should be formed in every panchayat and urban ward, a programme has been made to provide assistance of Rs. 25,000 to every youth club. Buildings have been provided to more than 150 clubs. Sports Engagement Programme has been started all over Jammu and Kashmir.The Government of India has decided to make multi-faceted use of these youth clubs for the development of Jammu and Kashmir in various areas, such as emergency management, health, communication, skills, capacity building and training.

The Union Home and Cooperation Minister said that every person's life is full of possibilities, but it depends on the individual how he uses the possibilities that are before him. It is for the youth to decide whether he wants to have a negative mindset or an optimistic mindset to make full use of the possibilities and come to the forefront.He said that India has immense potential for every youth and Prime Minister Modi has set-upStart-ups and many other programs for the youth. Shri Modi has started many such platforms, through which the youth of the smallest village of Jammu and Kashmir can stay in the village and stand on the global stage. Shri Shah said that you need guidance, information and opportunities to tap all these possibilities, and this youth club will provide these three things to you.

The Union Home Minister urged the youth that goals in life should never be kept small. While setting a goal, do not think whether it will be accomplished or not, because it is not in your hands to complete the goal.You set a goal and start walking in its direction, God will surely help you and you will be able to achieve the biggest goal. He said that many people set small goals and nothing happens, but those who set big goals, they may appear to be wandering in the beginning, but one who does hard work and planning with enthusiasm, definitely succeeds.

Shri Amit Shah said that when Shri Narendra Modi became the Prime Minister of the country, there were 20,000 villages where there were no electric poles. If there was another Prime Minister, he might have targeted that 20,000 villages would get electricity, but Shri Narendra Modi set the target that before 2022, not only every village but every house in the country will get electricity and today every house in the country will get electricity.

The Union Home and Cooperation Minister said that the Prime Minister reviews the development of Kashmir every time and that is how the Prime Minister's Ayushman Bharat scheme came out and the Prime Minister said that Kashmir has suffered many wounds. Pradhan MantriAyushman Bharat Yojana is for every poor in the country, in Kashmir this scheme will be for every Kashmiri and today health expenditure of up to Rs. 5 lakh is being done through Pradhan MantriAyushman Bharat Yojana.

Shri Amit Shah said that the date - August 5, 2019 is written in golden letters in the history of Kashmir. A new beginning was made in Kashmir. Panic, terrorism, fear, corruption, rule of family ended and a new era of peace, development, prosperity and coexistence began. The youth of Jammu and Kashmir has to give it strength. He said that there is a lot of propaganda about what we got.
Today more than 45,000 youth are sitting here and everyone says that we have got the opportunity. He said that Kashmir gets and should get help from the Government of India because Kashmir has suffered a lot. But, a day will surely come when Kashmir becomes a state that gives and does not take, contributing to the development of India and this responsibility rests with the youth of Jammu and Kashmir.

Shri Amit Shah told the youth of Jammu and Kashmir that his family has no political background, he is not the son of any Chief Minister or MLA, but it is the beauty of democracy that by rising from the bottom, he can become the Home Minister of such a big country. He asked the youth of the state whether the youth of Kashmir could have thought of becoming a minister, vice president or president of this country before 5th August 2019.He asked what 70-year-old Jamhooriyat gave, 87 MLAs, six MPs and three families. But Shri Modi has given you 30,000 elected representatives in such a short time. He said that elections were held in 4,291 constituencies in the Panchayat elections, 285 tehsil panchayats in the Block Development Council and 280 seats in the ZillaParishad and about 98 percent of the people voted enthusiastically and there are about 30,000 representatives today. Shri Shah said that those who are making noise are doing so because Jamhooriyat has come out of the custody of three families and has gone to a poor house. Shri Narendra Modi has worked to take democracy to the grassroots level and after so many years, democracy has begun in Jammu and Kashmir.

Shri Amit Shah said that the three-tier Panchayat was started in the country many years back but it did not happen in Jammu and Kashmir. He said that the youth of Jammu and Kashmir have got the biggest opportunity with the introduction of the three-tier Panchayat system.Shri Shah said that only the youth of the village can become Panch,Sarpanch, Zilla Panchayat member, MLA and Chief Minister of Jammu and Kashmir and can also go to Parliament. Earlier this opportunity was limited to a few families but Shri Narendra Modi has made a new beginning and youth should join this process.

The Union Home Minister said that corruption has also come down in Jammu and Kashmir. Gas has reached every house without spending a single penny, students have received stipends and are admitted to educational institutions in a transparent manner. If you have merit, skill then an appointment letter will reach your home without any recommendation. He said that today a widow's assistance amount, old age pension, children's stipend andRs. 6,000 sent by Shri Modi to farmers are being received directly into their bank accounts.Shri Amit Shah asked the youth of Jammu and Kashmir whether they had ever thought of such arrangement before and whether it was possible before 5th August 2019. He said that this transparency and eradication of corruption is the foundation of the development of Jammu and Kashmir. Corruption had hollowed out the roots of this state like termites and the Prime Minister, Shri Narendra Modi has worked to remove it.

The Union Home Minister said that it is with great sadness that he has to say that after Independence, if the Government of India has given maximum per capita help to any state, it is Jammu and Kashmir, but in spite of this, there is poverty and unemployment, and has the infrastructure increased? He said that the youth used to go out earlier for studies but now the government has set up seven new medical colleges and 11 nursing colleges. The youth of Jammu and Kashmir, the bright children of poor families, no longer need to go outside Jammu and Kashmir to become doctors.

The Union Home Minister said that some people used to claim that terrorism will increase here. He said that from 2004-2014, 2,081 civilians died, 208 every year, while from 2014-2021, 30 people died every year.Shri Amit Shah said that terrorism has reduced and stone pelting has become invisible. He said that I want to assure you that we will deal strictly with those who want to disturb the peace of Jammu and Kashmir. No hindrance will be able to stop this journey of development which has started. He said that till now 40,000 people including terrorists, army, security personnel and civilians have lost their lives in Jammu and Kashmir.He said that we have to finish these challenges. Are terror and development both possible together? He said that this could never happen. Shri Amit Shah said that the first condition of development is that there should be peace. He said that the government can make efforts, but the work of ending terror has to be done by the 45,000 youth present here.By becoming ambassadors of peace and development, they have to take this message among the youth of the whole of Jammu and Kashmir that this is not and cannot be the way to move forward in our lives. The Union Home Minister said that there is Pakistan-controlled Kashmir nearby and compare the development of Kashmir and that of Pak Occupied Kashmir, what have they got apart from poverty, darkness, while a new era of development has started here.

The Union Home Minister appealed to the youth of Jammu and Kashmir that Prime Minister Narendra Modi has made a new beginning for the youth. He said that 25,000 government jobs have been given by all selection boards in a short span of two years without any corruption. He said appointment letters will be given to 7,000 people tomorrow.The Khadi Development Board has begun giving employment to about four lakh people. Shri Amit Shah said that the Government of India has recently come up with a new industrial policy for Jammu and Kashmir and Shri Modi has sent help openly for the youth of Kashmir.No other state has such an attractive industrial policy in the entire country. For this reason, investment of more than Rs. 15,000 crore has come only after Independence, whereas in the 6 months of the new industrial policy, an investment of Rs. 12,000 crore has been received in Jammu and Kashmir.Shri Amit Shah said that he is confident that in 2022 we will cross Rs. 50,000 crore investment. He said that when investment and industry come, employment also comes with it, which gives tax and the state government develops. This also encourages agriculture and there is also a system for selling agricultural products. For all this, investment has to come and it has already started.

The Union Home Minister said that there are plans to set up 9 medical colleges and 15 nursing colleges in Jammu and Kashmir, out of which work on 7 has already started. He said that there were 500 medical seats in Jammu and Kashmir from 1947 to 2014, whereas today there are 1,150 MBBS seats and 1,100 more are about to be provided.He said that at the same time IITs, NITs, IIMs, NIFT, IIMC, Cancer Institute and Polytechnics have come up in Jammu and Kashmir. Shri Amit Shah asked why this did not happen in 70 years, because the rulers did not development and only played political game by inciting people's feelings and keeping power within their families.

The Union Home Minister said the Prime Minister wantsfundsdedicated to the development of the country reaches the last of the poorest person. Shri Amit Shah said that flagship programs of the Prime Minister have been implemented in the best manner across the country in Jammu and Kashmir.He said that the work of Swachh Bharat is almost complete here, toilets have been built in every house. Under the Pradhan MantriAwasYojana, the program of giving houses to about 55,000 poor has started and the work of giving houses to 11,000 people has been completed.Under the Jal Jeevan Mission, the work of providing tap water to every household in two districts has been completed and in 11 districts it will be completed by December this year while in seven districts it will be completed by September 2022. He said that next year, arrangements would be made to supply pure drinking water from taps to every household in Jammu and Kashmir. Tap water has reached all schools, anganwadis and hospitals.Under the SehatYojana, citizens do not have to spend up to Rs. 5 on their health.

Shri Amit Shah said that for the first time, 100 percent of the first dose of the COVID-19 vaccine has been given in Jammu and Kashmir and 50 percent work of the second dose has also been completed.Maximum number of oxygen plants have been given to Jammu and Kashmiraccording to its population. Shri Shah said that 100 percent target of almost all the schemes like Saubhagya, IndraDhanush, Ujala and Ujjwala have been completed in Jammu and Kashmir. He said that 100 percent work has been completed in the five scholarship schemes for students and now about five and a half lakh students are receiving stipends.Around 12 lakh farmers have been covered under the PM KisanYojana. In the new industrial policy, about 5 lakh jobs will be created for youth in private industry. Out of 10,000 vacant posts of fourth class, work of filling about 8,900 posts has been completed. The Service Commission has conducted the examination and selected 830 people.Shri Amit Shah said apart from this, a lot of work has also been done. Reservation has been made for hill people, people living near the international border and the economically weak. Gujjar brothers are also going to get the benefit of reservation. He said that there has been a significant increase in the number of tourists in Jammu and Kashmir. In 2020, there were 36,700 more tourists and in March 2021, touristsarrivals increased three times to 1,13,000.

The Union Home Minister said that for almost 70 years, only three families ruled Jammu & Kashmir. What is their answer to why 40,000 people died during these 70 years? He said that after August 5, 2019, the way a programme was made to incite feelings, a conspiracy was formed, some foreign forces were also involved in that conspiracy, if we did not impose curfew, then how many aged fathers would have had to carry the bodies of their young sons on their shoulders.
Shri Amit Shah said that the youth of Kashmir has been saved by imposing curfew, internet has been stopped so that the youth can be saved. Today the situation is normal, everyone is getting employment, studying, moving forward, industry is being established, tourism is opening up. He said that at that time it was their goal to force the lifting of curfew by instigating, pressurizing, defaming. If this had happened terror would have increased, people would have struggled, people would have been killed and they would have continued to make political capital out of it.Mr. Shah said that even if it pains anyone, then today I want to tell everyone that for your long-term well-being, you have been given short-term trouble. Just like the doctor gives us bitter medicine during an illness, it was such a problem and due to this your children are safe, the young men and women of Kashmir are safe. The Union Home Minister said that the Shri ManojSinha and Shri Narendra Modi worry everyday about Kashmir.He said that I want to make it very clear that Kashmir is part of our mainland, earlier it used to be said that Kashmir is India's crown, I say that it is the heart of India, every Indian wants that there is happiness, peace within Kashmir too. May peace, prosperity and development come here. We have to take forward the campaign which Shri Narendra Modi has begun.No one can change things except the youth, if society's thinking is to be changed, then the youth has to take the lead. They have to have the courage. It is their responsibility to shape the future of Kashmir. Let us all unite, we will not be misled, we will not harm democracy.

Shri Amit Shah said he has come to befriend the youth of Kashmir. Join Shri Narendra Modi, join the Government of India and join the journey that has begun to take Kashmir forward. Many schemes have been made for the youth of Kashmir. Shri Narendra Modi wants to see peace, prosperity and development in Kashmir along with its natural beauty.He said that today the administration has extended a hand of friendship, formed youth clubs, given the youth a chance. The youth should go ahead and take advantage of this opportunity and strengthen democracy and respond to misguided youngsters. The Union Home Minister said no one will be allowed to disturb the peace of Kashmir and the youth should rest assured that the journey of development of Kashmir cannot stop now. No one can stop Jammu and Kashmir from becoming an ideal state and becoming prosperous in terms of its infrastructure.
