The truthfulness and credibility of police officers are foundational to the fair administration of justice and the Chicago Police Department's (CPD) effectiveness as a law enforcement agency.

OIG's inquiry, mandated by the consent decree entered in Illinois v. Chicago, found that CPD does not always fire members when they make false reports (a violation of Rule 14). Furthermore, structural failures in Chicago's police accountability system and a lack of rigor and controls in record keeping and information sharing about members who have lied pose risk to the department and to the legal and constitutional rights of criminal defendants and litigants.
