Grover Beach Holds Groundbreaking Ceremony for West Grand Avenue Streetscape 4th-8th Street Project

On Monday, April 8, the City of Grover Beach held a ceremonial groundbreaking event for the West Grand Avenue Streetscape 4th-8th Street Project. This transformational streetscape will bring a host of improvements to West Grand Avenue between 4th and 8th streets, creating a more vibrant, economically viable and pedestrian-friendly corridor.

"We are overjoyed to see this essential project begin the construction phase after years of hard work, careful planning and community input," said Grover Beach Mayor Karen Bright. "These improvements will revitalize the heart of our City and make West Grand Avenue a safer, more inviting street for all."

Construction on the streetscape is expected to start on May 6 and be completed by the end of December, weather permitting. Throughout construction, the City will proactively communicate with the community and affected businesses and property owners about traffic disruptions.

On Feb. 26, the Grover Beach City Councilapproved a $6.9 million construction contract with with Papich Construction Company for the project, with $3.4 million in funding from aSan Luis Obispo County Council of Governments (SLOCOG) Community Betterments Grant.

Planned since 2021 and guided by the West Grand Avenue Master Plan, the 4th-8th Street project's improvements include a new landscaped center median, pavement rehabilitation, decorative crosswalks with enhanced safety features and painted Class II bike lanes.

Other specific project highlights include:

  • Pedestrian improvements, such as curb ramps, bulb outs, pedestrian beacons and sidewalk improvements at select locations
  • Decorative concrete at crosswalks
  • Enhanced lighting, including pedestrian level streetlights
  • Street trees
  • Storm drain installation

The 4th-8th street project will also serve an emerging hub of multi-family housing and commercial development at 401 and 402 West Grand Avenue, where nearly 100 housing units are planned. The streetscape follows on previous City efforts to improve West Grand Avenue at segments between the beach and Highway 1, 2nd-4th Streets and 8th-11th Streets.

"This project not only represents a commitment to safe, accessible streets, but to enacting our community's vision for our downtown core. Paired with future housing developments along this corridor, this streetscape will be a catalyst for positive change in Grover Beach."
