Board of Supervisors Meeting Recap - April 23, 2024

The Napa County Board of Supervisors met today as scheduled for Tuesday's April 23, 2024, Board meeting. Supervisor Joelle Gallagher, Chair (District 1), Supervisor Ryan Gregory (District 2), Supervisor Anne Cottrell, Vice Chair (District 3), Supervisor Alfredo Pedroza (District 5), and Supervisor Belia Ramos (District 5) were in attendance. Meeting Highlights:

Item 3:

  • Katie Ribardiere, Napa County Animal Shelter Manager, and Chair Gallagher introduced the "Pet of the Week," a regular feature of the Board of Supervisors' meetings.
  • Today we met Algernon, an albino house mouse. Adoption fees will be waived if Algernon is adopted this week. Visit CountyofNapa.org and search "Pet Adoptions."

  • The Registrar of Voters sent the certified statement of the results of the Primary Election held on March 5, 2024 to the Board and the Board declared elected those persons under its jurisdiction.

Item 6J:

  • The Board approved an agreement and related budget amendment in partnership with City of Napa, jointly referred to as Contribution Agreement, to support the acquisition and rehabilitation of mental health treatment housing units by Mentis, a nonprofit organization.
  • Napa County Health and Human Services Agency (HHSA) and the City of Napa plan to pool funding to secure suitable housing units to expand mental health treatment housing for those diagnosed with serious mental illness with priority for participants of the upcoming Community Assistance, Recovery & Empowerment (CARE) Act program that launches for the remainder of the 51 counties in California December 1, 2024.

Item 6M:

  • The Board approved the revenue agreement with the Bay Area Housing Finance Authority (BAHFA) to provide Napa County with $5 million for the provision and administration of the Older Adult Rental Assistance Pilot Program.
  • Learn more about this program designed to assist extremely low income, severely rent-burdened seniors in Napa County who are at imminent risk of experiencing homelessness by improving their long-term housing stability through guaranteed rental assistance.

  • The Board approved an amendment to the agreement with Fair Housing Napa Valley to provide fair housing services to all Napa County residents.

Item 6U:

  • The Board authorized acceptance of a $3,500 donation from the Robert and Ellen Streich Family Endowment, a donor-advised fund of Napa Valley Community Foundation, to support the Napa County Library Literacy Center.

  • The Board awarded a construction contract to Goodfellow Bros. California, LLC and approved an agreement with Miller Pacific Engineering Group for construction management services for Berryessa Estates Paving Project.

Item 6AD:

  • The Board approved an amendment to an agreement with Humane Society of Napa County & SPCA, Inc. to address the increased cost of supplies and labor to continue to have them provide spay, neuter and other veterinary services to the Napa County Animal Shelter.

Item 6AF:

  • The Board awarded a construction contract to O.C. Jones & Sons, Inc. for the Taxiway K and Runway 19R Runup Apron Reconstruction Project at the Napa County Airport and approved an agreement with Mead & Hunt for construction management.

  • The Board held a public hearing (continued from April 9) on an appeal filed by Water Audit California related to the Nova Business Park, LLC.
  • The matter before the Board involved a joint request by the Appellant and Applicant to resolve the appeal by adopting additional conditions of approval on the Tentative Subdivision Map.
