In Fiscal Year (FY) 2024, the U.S. Department of Homeland Security (DHS), is providing $103,189,080 to improve emergency management and preparedness capabilities. These funds will support flexible, sustainable, secure, strategically located, and fully interoperable Emergency Operations Centers (EOC) with a focus on addressing identified deficiencies and needs.

Overview

The FY 2024 Emergency Operations Center (EOC) Grant Program is intended to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, strategically located, and fully interoperable EOCs with a focus on addressing identified deficiencies and needs. Fully capable emergency operations facilities at the state and local levels are an essential element of a comprehensive national emergency management system and are necessary to ensure coordination and unity of effort among multiple emergency management organizations and across multiple jurisdictions during major disasters or emergencies caused by any hazard.

Funding

In FY 2024, the total amount of funds distributed under this grant program will be $103,189,080. Funds will be awarded for equipping, upgrading, or constructing the specific EOC projects as identified in the Joint Explanatory Statement accompanying theDepartment of Homeland Security Appropriations Act, 2024 (Pub. L. No. 118-47).

Eligibility

Only State Administrative Agencies (SAA) (on behalf of state and local units of government) and Federally Recognized Tribes with identified projects in Appendix A of the FY 2024 EOC Grant Program Notice of Funding Opportunity (NOFO) are eligible to apply. Please refer to Section C of the NOFO for more information on eligibility.

Funding Guidelines

Allowable cost guidance is outlined in Section D.12 of the FY 2024 EOC Grant Program NOFO. Eligible applicants and subrecipients are encouraged to review this guidance prior to developing the required Investment Justification, which must be submitted as part of the application process.

All identified EOC projects noted in Appendix A of the FY 2024 EOC Grant Program NOFO will be subject to an Environmental Planning and Historic Preservation (EHP) review conducted by FEMA in accordance with federal EHP laws. No construction activities (including site preparation, utility installations, and any groundbreaking activities) or equipment installations on existing structures may begin until the EHP review process is complete. The EHP review process involves the submission of a detailed project description along with any supporting documentation requested by FEMA in order to determine whether the proposed project has the potential to impact environmental resources including, but not limited to, threatened or endangered species and historic properties; and identify mitigation measures and/or alternative courses of action that may lessen any impact to those resources. All EOC infrastructure projects will be subject to the domestic preference requirements in the Build America, Buy America Act (BABAA). No awards or funding obligated for "infrastructure" projects will be provided "unless all of the iron, steel, manufactured products, and construction materials used in the project are produced in the United States." Application Process

Applying for an award under the EOC Grant Program is a multi-step process. Applicants are encouraged to register early in the System for Award Management (SAM.gov) and the FEMA Grants Outcomes (FEMA GO) system, as the registration process can take four weeks or more to complete. Registration should be done in sufficient time to ensure it does not impact your ability to meet required submission deadlines. Please refer to Section D in the FY 2024 EOC Grant Program NOFO for detailed information and instructions.

All application materials will be posted on Grants.gov. Eligible applicants should submit their application through FEMA GO. For FEMA GO support, applicants should contact [email protected] or (877) 585-3242, Monday-Friday from 9 a.m. - 6 p.m. Eastern Time (ET).

Completed applications must be submitted in the FEMA GO system no later than 5 p.m. ET on June 7, 2024.
