Ted Boling, the former lead NEPA attorney at CEQ in the Trump and Obama administrations, said nine offshore wind projects currently in the permitting process are being developed under Trump's streamlined NEPA reviews. Boling warned against dramatic changes from Biden that could inject uncertainty into the approval process.

"We are at an unusually tumultuous point right now because there are projects scheduled to have draft [environmental impact statements] come out, and we need them to move forward and be well coordinated," said Boling, who now represents renewable energy companies at the firm Perkins Coie.
